You are correct. "At Rise" means while the curtain is rising, and "Before Rise" means before it.
In terms of describing what's going on though, you (or so I'm told) use "At Rise" to explain what is going on as the curtain is rising.
i.e. At Rise, Bob is sitting on the couch reading the Sunday paper, while Sally is in the kitchen cooking eggs.
I hope I explained that properly.
